According to the aim to commemorate the victims of famine and political
repressions in Ukraine and to complete the order of the President of
Ukraine, from December 6, 2002, N 393/2002-pn (393/2002-pn)
"About the additional events according to the 70th years of famine in
Ukraine" and according to order of the Cabinet of Ministers of Ukraine
from May 14, 2003 N. 264 (264-2003-p.) "About commemoration
of victims of famine 1932-1933 years." :
1. Announce the All-Ukrainian open competition for the best project of the
State Historical and memorial Complex of Victims of Holodomor, political
repressions, and forced deportations.
2. Approve the Program and Conditions according to Appendix 1.
3. Take into consideration that financing of organizing and conducting the
All-Ukrainian open competition is provided from the funds allocated for the
Ministry of Culture and Arts in State Budget 2003.
4. Approve the Jury members according to Appendix 2.
5. Put organizational support of the All-Ukrainian competition into
responsibility of Department of City-Construction Policies of the State
Committee for Construction, Department of Arts of the Ministry of Culture
and Arts, and Head Department for preservation of cultural heritage, and
restoration and renovation works of the Executive Committee of the Kyiv City
Council the Kyiv City State Administration.
6. Empower deputy head of the State Committee for Construction V.
Prysyazhniuk, first deputy of State Secretary of the Ministry of Culture
and Arts V. Romanchyshyn, and first deputy head of the Kyiv City State
Administration I. Fomenko with the control of executing of this order.

APPENDIX 1
PROGRAM AND CONDITIONS
[A summary of key points]
-
-the participants are assigned with designing a complex that contains a
monument, museum (up to 1,000 sq. m.), conference-hall with 250 seats,
and a scientific and research center (up to 2,000 sq. m.)
-the location is the land plot of 0.4 hectares in the southern part of the
Navodnytsky Park near the Paton bridge in the Pechersk district
-all entries are anonymous signed by a 6-digit password
-the information about the contestants is submitted in a sealed envelope
signed with a 6-digit password
-the Competition is open from May 30, 2003-August 31, 2003
-the results will be announced no later than September 20, 2003
-the jury selects 3 best projects
-1st prize-UAH 25, 000, 2nd prize-UAH 20, 000, 3rd prize-UAH 10,000
-decision of the Jury is final and cannot be changed. In case of equal
number of votes the head of the Jury has the decisive vote
-members of the Jury do not participate in the competition

EDITOR'S NOTE: The fifteen or more models created for the competition
above have been viewed in Kyiv, Ukraine by a large number of observers.
Most of the observers believe the models are not world class at all, do not
represent the major human tragedies that are being memorialized in a proper
way, are not adequate at all and fall far below what one would expect from
such a historical memorial complex.
The proposed location of the historical memorial complex is also not
adequate at all. There is not any public transportation to the sight and it
is
in plain view of the large Iron Lady in Kyiv. The location for the complex
needs to be changed. All in all the movement by the government of Ukraine
to built a memorial historical complex has been very discouraging to those
who have observed what is going on in Kyiv. Is is sad and depressing to
watch.
It is very important that people contact the members of the Jury as soon as
possible to let them know about these major and important concerns.
