Ukrainian Capital Markets Conference
EF International, London, UK, February 18, 2004

Dear Colleague,

With this letter I wish to notify about the event, which is considered to bring the relevant information to your business development.

This will be the conference on Ukrainian Capital Markets held in London on 10-11 March 2004 in The Langham Hilton Hotel. It will give a unique possibility to find out from the first hands the information about the events, happening in the sphere and the competent information from the experts in educational order. Also it will keep you up to date with the changes within this particular area of business and at last you will benefit from networking with the key people. [The entire proposed program is attached.]

An expert speaker panel includes senior representatives from the Ukrainian Ministry of Finance, State Securities and Stock Market Commission, State Property Fund, Standard & Poor's, EBRD, JP Morgan, Merrill Lynch, Dresdner Kleinwort Wasserstein, ING Bank Ukraine, UkrSotsBank, Alfa Bank Ukraine, Ernst & Young, Deloitte & Touche as well as major Ukrainian issuers, international and local investment companies, venture capital funds and leading law firms.

Throughout 2003 Ukraine's economy has been on the rise. Rising industrial output boosted by buoyant domestic demand; steady GDP and budget revenue growth; stabilised national currency and rapid monetary expansion, have all contributed to the country's remarkable economic performance for the fourth consecutive year. Unsurprisingly, all international credit rating agencies have recently upgraded Ukraine, with Standard & Poor's revising its outlook from 'stable' to 'positive'.

At the same time Ukraine remains the most under funded country in terms of foreign capital in the whole of Central and Eastern Europe where most investment niches have already been occupied. This, alongside the national government's concerted efforts to create a legal and business environment auspicious for international investors, makes it a very lucrative market with numerous unexplored opportunities for foreign participation. In this context, the investment potential of the Ukrainian capital market as a crucial source of investments, deserves special attention.

This two-day high-profile conference will bring together key representatives of Ukrainian governmental institutions and businesses with existing and potential CIS and Western investors to provide a comprehensive analysis of the current state of the market in question, its legal and business framework, key segments, major players' activities and plans as well as prospects for international co-operation.

That is why I would like to provide you with the extra information on the program, speakers, fees, by attaching the leaflet to this letter.

With any inquiries do not hesitate to contact me on the directories listed below.

Sincerely yours,

Roman Nasirov
