The Cossack Wars of the 17th century were critical not only to the history of Ukraine and Poland, but they also were instrumental in shaping the development of Eastern Europe. In spite of the significance of the battles, the political climate in Eastern Europe has not allowed for the proper study and care of these monuments.

As post-Soviet Europe now moves into a new reality, these battlefields serve to reaffirm the collective historical memory and bring together the region's shared past.

This independent international Commission strives to identify battlefields and their related structures, study their current condition, assess threats to these battlefields, offer suggestions for preservation, and propose interpretative strategies. The Program initiated by the Commission brings together a wide variety of scholars from different countries and a number of disciplines, including archaeologists, architects, art historians, geographers, historians, preservationists, and physical anthropologists, who work together for the purpose of locating and preserving Ukraine's historic battlefields.

Program identifies five areas:

Battlefields of more than 1,000 participants
Skirmish sites of less than 1,000 participants
Temporary occupations (areas occupied for less than a year such as field works and winter camps)
Castles and fortresses (those with a permanent garrison)
Fortified areas without permanent garrison (such as block-houses and fortified churches)

The Program aims to:

(1) Identify such sites
(2) Examine primary and secondary sources as relevant for each site
(3) Locate historical maps, correlate them with the current topographic situation and plot them on a new map system
(4) Conduct limited archaeological testing to determine concentrations, boundaries and condition of particular sites
(5) Raise local and international public awareness of these sites through lectures, popular and academic publications and the electronic media (web sites)
(6) Correlate with local authorities to preserve sensitive areas from future development
